نداء عاجل إلى المجتمع الدولي بشأن أزمة الإيواء في قطاع غزة

شتاء 2025–2026

إلى سكرتير الأمم المتحدة،

وإلى رؤساء دول وحكومات العالم،

وإلى المنظمات الإنسانية والحقوقية الدولية،

نطلق هذا النداء العاجل في ظل تفاقم أزمة الإيواء في قطاع غزة خلال شتاء 2025–2026، حيث يتعرض مئات آلاف المدنيين الفلسطينيين، غالبيتهم من الأطفال، لظروف مناخية قاسية داخل خيام غير صالحة للاستخدام، تفتقر إلى أدنى معايير الحماية الإنسانية.

إنّ منع إدخال الكرفانات ومواد الإيواء الآمن، رغم العلم المسبق بالظروف الجوية القاسية، يشكّل:

• إخلالًا جسيمًا بواجب حماية السكان المدنيين

• انتهاكًا صريحًا لمبادئ القانون الدولي الإنساني

• تعريضًا متعمّدًا للفئات الضعيفة لمخاطر تهدد الحق في الحياة والصحة والكرامة الإنسانية

إنّ الإبقاء على المدنيين، ولا سيما الأطفال، داخل خيام لا تحمي من المطر والبرد، وفي سياق نزوح قسري واسع النطاق، يرقى إلى معاملة لا إنسانية ومهينة، ويستوجب المساءلة القانونية الدولية.

وعليه، نطالب بما يلي:

1. السماح الفوري وغير المشروط بإدخال الكرفانات ووسائل الإيواء الشتوي الملائم

2. توفير آليات رقابة دولية مستقلة على جودة المساعدات الإنسانية

3. تحميل الجهات المسؤولة عن المنع والتقييد كامل تبعاتها القانونية والأخلاقية

إنّ إنقاذ أطفال غزة من البرد ليس مسألة سياسية،

بل واجب إنساني وقانوني عاجل،

وأيّ تأخير أو صمت يُعد مشاركة في الجريمة.

Urgent Appeal Regarding the Shelter Crisis in Gaza

Winter 2025–2026

To the Secretary-General of the United Nations,

To Heads of State and Government,

To International Humanitarian and Human Rights Organizations,

We issue this urgent appeal in light of the severe deterioration of shelter conditions in the Gaza Strip during the winter of 2025–2026, where hundreds of thousands of Palestinian civilians—mostly children—are exposed to harsh weather conditions while living in temporary tents that are unfit for human use and fail to meet minimum humanitarian protection standards.

The continued prevention of the entry of caravans and adequate winter shelter materials, despite prior knowledge of the severe climatic conditions, constitutes:

• A serious breach of the obligation to protect civilians

• A clear violation of international humanitarian law principles

• A deliberate exposure of vulnerable groups, particularly children, to risks threatening the right to life, health, and human dignity

Forcing civilians, especially children—to remain in tents that provide no protection from rain or cold, within the context of large-scale forced displacement, amounts to inhuman and degrading treatment and warrants international legal accountability.

Accordingly, we demand:

1. The immediate and unconditional entry of caravans and adequate winter shelter materials into Gaza

2. The establishment of independent international monitoring mechanisms to ensure the quality and suitability of humanitarian aid

3. Holding all parties responsible for obstruction and restrictions fully accountable under legal and ethical standards

Saving Gaza’s children from death by cold is not a political issue,

but an urgent humanitarian and legal obligation,

and any delay or silence constitutes complicity in the crime.
